The Controlled Substance Reporting Waiver or Exemption (CSRW) feature is an online waiver workflow. It allows PMP AWARxE pharmacies or submitters that do not dispense controlled substances or do not have the ability to send dispensations electronically to submit an online waiver or exemption request. The waiver and exemption portal where waivers and exemptions are submitted is integrated with AWARxE. This allows communication with the PMP AWARxE managed pharmacy list within the PMP AWARxE compliance process to manage waivers and exemptions reporting requirements.
PDMPs may choose to allow pharmacies that do not dispense controlled substances to submit a waiver or exemption for dispensation submission exemption. CSRW is an optional PDMP enabled enhancement that automates the waiver or exemption process for pharmacies and PDMPs.
CSRW provides a step-by-step waiver or exemption request and submission user interface with eligibility verification using pharmacy license number, pharmacy information input, reason for request input, and review, submit, completion interface screens. Frequency and cadence are determined by the PDMP. Once submitted, the waiver or exemption request may only be modified by contacting the PDMP administrator.
To begin the CSRW submission process, follow the steps as outlined below.
Step 1 - Eligibility Check
CSRW is submitted through an external portal to allow submitters that are not PMP AWARxE users the ability to submit requests on behalf of the pharmacy.
Each PDMP's portal can be found at: https://controlled-substance-reporting-waiver.pmpaware.net/state/waiver/index (change the text in red with your state or jurisdiction's name).
Confirm the pharmacy is eligible for waiver or exemption by entering the associated pharmacy license number. Once entered, click Continue.
If an error is presented, confirm the license number entered is correct. If the license number is correct and the system is still presenting an error, please contact the PDMP administrator.
If there is a match, proceed to Step 2.
Step 2 - Enter Pharmacy Information
If the pharmacy license number is eligible for a waiver or exemption submission, the associated pharmacy information will automatically populate.
Enter any additional pharmacy information by populating pharmacy identifier(s) for DEA, NCPDP, and/or NPI (as configured by the PDMP), point of contact name, point of contact phone number and point of contact email details. Once complete, click Continue, and proceed to Step 3.
Step 3 - Enter Reasons for Waiver or Exemption Request
After entering pharmacy information, the interface will present a preset listing of reasons for the waiver or exemption request.
Reasons are configured by the PDMP and may include single-select radio buttons, mutli-select check boxes, a free text field, and/or the option to include attachments. |
If assistance is needed for reason selection and/or submission attachment(s), please contact the PDMP administrator.
Once the reason for the request has been input, click Continue, and proceed to Step 4.
Step 4 - Review
After completing steps 1 through 3, the interface will provide an opportunity to review the request details. Carefully review the information and any applicable PDMP disclaimers prior to submitting the waiver or exemption request.
If any information is incorrect and needs to be revised, please click Cancel and restart the submission process. If the entered information is correct, click Submit to complete the waiver or exemption request process, and proceed to Step 5.
Step 5 - Complete
Once submitted, the interface will present a successful submission message along with any customized messaging from the PDMP.
The pharmacy's waiver or exemption request is available for download by clicking Download Request.
Communications
The PDMP has the option to customize the frequency, cadence, and messaging in a number of different communications that waiver or exemption applicants may receive throughout the CSRW process.
Waiver or Exemption Withdrawal & Troubleshooting Steps
If enabled by the PDMP, CSRWs may be automatically withdrawn if a pharmacy submits a dispensation. If a pharmacy is in Approved - Exempt or Exempt - Quarterly status and they submit a dispensation while their CSRW is active, their CSRW will automatically be withdrawn. At that time, their CSRW status will display as Withdrawn.
If the pharmacy's CSRW has been withdrawn, they will receive an email from the applicable PDMP indicating the withdrawn status and any other information as designated by the PDMP.
The pharmacy can request a new CSRW at any time if their CSRW is in the Withdrawn status for submitting a dispensation. Alternatively, if a pharmacy's CSRW was withdrawn by mistake, they can contact the PDMP to have it reinstated.
